What you see are quotation marks, also known as double quotes. They are used in writing to indicate the beginning and end of a direct quotation.
In other words, when someone is quoting directly what someone else said or wrote, they use quotation marks to show that the words inside the quotation marks are not their own, but belong to the person being quoted.
For example:
"I love pizza," said John.
The teacher asked, "What is the capital of France?"
