第二条 This method applies to the decoration and renovation of residential and public buildings undertaken by decoration enterprises and individuals within the administrative area.

第三条 The charging of decoration and renovation shall adhere to the principles of fairness, reasonableness, transparency, and voluntariness.

Chapter 2 Charging Standards

第四条 Decoration enterprises and individuals shall charge according to the actual cost of materials, labor, and management, and a reasonable profit margin.

第五条 The specific charging standards shall be determined through negotiation between the decoration enterprise/individual and the client, and shall be included in the decoration contract.

第六条 The following items may be included in the decoration costs:

1. Material costs: The cost of materials used in the decoration and renovation, including main materials, auxiliary materials, and consumables.

2. Labor costs: The cost of labor used in the decoration and renovation, including design费, construction费, and supervision费.

3. Management costs: The costs incurred by the decoration enterprise/individual in the management of the decoration and renovation project, including project management, quality control, and safety management.

4. Reasonable profit: A reasonable profit margin for the decoration enterprise/individual.

第七条 Decoration enterprises/individuals shall not charge for items not included in the decoration contract without the consent of the client.

Chapter 3 Charging Procedures

第八条 Prior to the start of the decoration and renovation project, the decoration enterprise/individual shall provide the client with a detailed cost estimate.

第九条 After the client agrees to the cost estimate, the decoration enterprise/individual shall sign a decoration contract with the client. The contract shall specify the decoration , materials, labor costs, management costs, payment methods, and other relevant matters.

第十条 Decoration enterprises/individuals shall charge according to the progress of the project. The specific payment methods and schedules shall be stipulated in the decoration contract.

第十一条 Decoration enterprises/individuals shall issue invoices or receipts for each payment received.

Chapter 4 Supervision and Management

第十二条 Industry associations, consumer protection organizations, and relevant government departments shall strengthen the supervision and management of decoration and renovation charging.

第十三条 Consumers who have disputes over decoration and renovation charges may complain to the industry association, consumer protection organization, or relevant government department.

第十四条 Decoration enterprises/individuals who violate this method shall be punished in accordance with relevant laws and regulations.

Chapter 5 Supplementary Provisions

第十五条 This method shall be interpreted by the relevant government department.

第十六条 This method shall take effect on the date of promulgation.
